…Seafreeze’s counsel, John Vecchione of the New Civil Liberties Alliance, told Law360 on Tuesday the justices could narrow the doctrine so that it will have to take more than silence from Congress in a particular statute for courts to defer to agencies. His organization would prefer to see deference to agencies fully overturned, Vecchione said.
